Abstract
This is the draft of a paper to appear in Volume I of [Brian Barry's] Collected Essays (forthcoming from Rowman and Littlefield). Since the intended readership includes people unfamiliar with the concepts of social choice theory, the paper explains some points that would normally be taken for granted in this series.
