In March 1975, Senators Cranston and Johnston introduced legislation (S. 1291, Ninety-Fourth Congress, First Session) that would create a National Commission on Economic Growth and Stability, comprising nine professional economists. According to the bill, the purpose of the commission will be “to identify major changes and long-term trends in the economy of the United States and to propose public policies responsive to such changes and trends.”
